Tonight  Partly cloudy. Lows 7 to 11 above...except 13 to 17 downtown. Then temperatures becoming steady or slowly rising. Northwest winds 10 to 15 mph. Thursday  Partly cloudy. Highs in the lower 20s. Lowest wind chill readings zero to 10 below zero in the morning. West winds 10 to 15 mph. Thursday Night Partly cloudy. Lows 8 to 12 above. Light and variable winds.
