frostbite in as little as 15 minutes to exposed skin. Expect
wind chills to range from 20 below zero to 35 below zero.

* Where... portions of east central South Dakota, northwest Iowa
and southwest Minnesota.

* When... for the wind chill warning, until 6 am CST early this
morning. For the Wind Chill Advisory, until noon CST today.

Precautionary/preparedness actions...

A wind chill warning means the combination of very cold air and
the wind will create dangerously low wind chill values. Frost
bite can occur quickly and even hypothermia or death if
precautions are not taken.

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frost bite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.
