   a. Tropical cyclone summary:
      (1) at 090000z, tropical depression 25w (twentyfive) was
located near 20.9n 159.6e, approximately 410 nm west-northwest of
Wake Island, and had tracked southeastward at 08 knots over the past
six hours. Maximum sustained surface winds were estimated at 30 knots
